After his father's death, Miya-no-Kiso shaved his head and became a priest (1180). Later accompanied by Yoshinaka Kiso he went to live at Etchii Province (Toyama Prefecture). After Emperor Antoku fled from Kyoto with Munemori Taira, ex-Emperor Goshirakawa was posed with the problem of finding a new Emperor. Yoshinaka who happened to be at Kyoto at that time recommended Kisono-Miya, but the ex-Emperor wanted to enthrone a son of Emperor Takakura and so Emperor Gotoba was brought to the throne. After Yoshinaka's power had been destroyed (1184), Kiso-no-Miya moved to Saga, near Kyoto (1185).
