Poet and prose writer, his writing career began in 1978, he published his poems in national local newspapers and in Arabic papers abroad. He participated in many local and international festivals such as Nissan International Festival (Maghar, Israel), Cairo International Book Fair (Egypt), Jarash Festival (Jordan), Palestine Meeting (Palestine), Doha Cultural Festival (Qatar), Istanbul International Book Fair (Turkey), The Romania International Festival Curtea de Arges Nights, Teranova Festival (Rome), Alquds 2009 Capital of Arab Culture, Struga Evenings (Macedonia). Now Moaen Shalabia is Deputy Technical Director of Nisan International Festival, founded by Naim Araidi.
Moaen Shalabia was awarded by the Palestinian Education Ministry for his blessed efforts in enriching the national education and for his loyalty to the Palestinian issue and the principles of justice and freedom, (July 2000), by Nissan association for art and education, (April 2008), by the "Arab intellectuals forum", (Jerusalem, 2008), besides, he has received many appreciation certificates. Moaen Shalabia is a member of the union of Arab Writers and the Movement of World Poets (Poetas del mundo).
