This work surveys the non-oil mineral resources in the Arab world and investigates the role these resources might play in the complex development process that will shape Arab countries as oil revenues begin to decline. It emphasizes the necessity for regional co-operation and for the Arab world to follow the lead of Western Europe's 1992. Finally, the author presents three scenarios for the future.
