Belorussian People’s Commissar of Food. Chairman, Special Food Commission, Western Front. 1920 Ukraine Deputy People’s Commissar of Food.
1921-1924 chairman, Siberian Food Committee. Russian Soviet Federative Socialist Republic People’s Commissar of Food. Chairman, Grain Produce Board.
1924-1937 admin work. 1927 elected member, Centr Control Commission at 15th All-Union Communist Party (Bolsheviks) Congress. From 1928 chairman, Grain Trust Board.
From December 1929 also USSR Deputy People’s Commissar of Agric. From 1930 chairman. USSR State Bank. Also USSR Deputy People’s Commissar of Finance.
1934-1937 L1SSR People’s Commissar of Grain and Food Sovkhozes. Elected candidate member, Central Committee at 16th and 17th All-Union Communist Party (Bolsheviks) Congresses. Arrested by State Security organs.

Communist party could initiate policies in the name of the society because it knows what the best is for its progress and development.
