When Kana- mura 〇tomo decided to cede part of Mima- na District (Japanese Colony in Korea) to Kudara (a county in Korea), the Imperial Court agreed and ordered Arakahi to con¬vey the Imperial message to Kundera's envoy. Arakahi, on the advice of his wife who fearea it would cause trouble, declined on the pretext of illness. When Governor Iwai of Tsukushi (Northern Kyushu) revolted, Arakahi put down the rebellion and killed Iwai.
