Kelly, Monroe was born on July 30, 1886 in Norfolk, Virginia, United States. Son of William Armstead Lane and Alice (Reid) Kelly.

Education

Student Norfolk Academy, 1902-1904. Bachelor of Science, United States Naval Academy, 1909. Student United States Navy Postgrad.

School, 1912-1914.

Career

Commissioned ensign United States Navy, 1911, and advanced through the grades to rear admiral, 1941. Commandant 3rd Naval District, 1944-1948, retired as vice admiral. Served on United States naval mission to Brazil, 1927-1931.

United States naval attache to the Netherlands, 1938-1940. Naval aide to Queen Wilhelmina, August 1942. Commandant New York Navy Yard, 1943-November 1944.
