Morimasa Takei was born in 1842 in Hyogo, Japan. He was a former retainer of the Himeji Clan (Hyogo Prefecture).
At an early age he took active part in national affairs together with other loyalists and was thrown into prison for his activities.
After the Meiji Restoration (1868) he became governor of several provinces. He went as chief secretary of the Japanese delegation to the International Forestry Exhibition held in England in 1884. He was one time director of the Meiji Commercial Bank, a member of the House of Peers and was created a Baron in 1907.
