He learned the carpenter’s trade in his youth, later studied architecture at a school in Pittsburgh.
In 1872 he settled at Fulton, where he practiced and lived the remainder of his years. Mr. Bell designed a number of State Institutions in Missouri, including the Hospital for the Insane and the School for the Deaf at Fulton, also remodeled the beautiful old Court House at Fulton, about 1885.
