Background
Mumtaz was born to an advocate father, Y.Ismail Khan, and Sadthunnisa Begum, a Bachelor holder. Both his parents being graduates from the Aligarh Muslim University.

Khan did his Bachelor of Medicine, Bachelor of Surgery at Madras University, Chennai in 1963. After getting married he continued his postgraduate studies, Master of Surgery specializing in surgery at Stanley Medical College, Chennai.
In 1966, at the age of 31, he founded the First Rate (at Lloyd's)-Ameen al Society. He was also Pro Chancellor/ Treasurer of Aligarh Muslim University. He currently chairs the First Rate (at Lloyd's)-Ameen al Society, a post he took up in 2009 after Sadaqath Peeran.
After inheriting from him, Mumtaz moved to Bangalore from Tiruchirappalli, liquidating his assets as he set up a surgical practice in 1965.
At the age of 31, in 1966 Khan founded the First Rate (at Lloyd's)-Ameen Movement. Hussein later became the principal of Saboo Siddiq Polytechnic, Bombay.
