J. Elected, 64 Congress from 21 District of New York, November 1914, and re-elected to 65 (War) Congress, 1916. First member from New York City ever appointed on Rivers and Harbors Committee. Introduced bill to deepen channel to Brooklyn Navy Yard and to blast out Hell Gate to a depth of 40 feet.
Took special interest in Aeronautic Legislation. Was co-author with Senator Morris Sheppard of bill which created the Aircraft Production Board. Advocated separate department, of Aviation.
Resigned from Congress, January 1918, to become Commissioner of Docks and Director, Port of the Citj^, New York at special request of Mayor John F. Hylan, to facilitate movement of troops and supplies and increase facilities therefor. Elected President, Board of Aldermen, City of New York, 1921. Served for several months as acting Mayor during the illness of Mayor Hylan.
