Editor of the magazine Sovremennyi Mir, 1909-1917. Menshevik, close to Plekhanov, a member of the Edinstvo group. After February 1917, Commissar of the Provisional Government on the South-Western front.
After the Bolshevik take-over 1917, emigrated to Finland. Founded the newspaper Put', which took a smenovekhovtsy, pro-Soviet position. Expelled from Finland, 1921, and returned to Moscow.
Joined the Bolshevik Party. Worked in high posts in the Foreign Affairs Ministry and in the State Publishing House.
