Up to after 1917 February Revol member, Central Committee, Geo Menshevik Party. Editor, newspaper “Ertoba”. 1918-1920 Geo Minister of Internal Affairs.
Opposed Soviet regime. 1923, living abroad, directed Menshevik group which attempted to stage a revolt against Soviet regime in Georgia
