During the period Nadezhda Timofeevna was the director of the library, she received a new building on Lenin square (1964) and acquired the status of a scientific library (1965). Nadezhda Timofeevna was at the origin of the organization of the library coordination and methodological service of the region. She supported the initiative to create the Public Council of local historians (now the Voronezh Historical and Cultural Society) on the basis of I.S. Nikitina Universal Scientific Library of the Voronezh Oblast' (1971).
