Nagao Ariga was born in Osaka on November 13, 1860.
In 1882 graduated from Tokyo University.
Was secretary of the Senate before studying political philosophy at Berlin University and law under Stein. After returning home in 1887, he was appointed secretary of the Privy Council and the Cabinet. During the Sino-Japanese and Russo-Japanese Wars, he was legal adviser to the army general headquarters. Lectured on international law at his alma mater and was awarded an Imperial Academy prize. He was legal adviser to the Chinese Government and assisted President Yuan Shihkai in drafting the Chinese Constitution. He wrote many books.
