He was appointed Dainagon (Vice Minister) in 749 and won the confidence of Empress regnant Koken. The empress deposed Crown Prince Doso in 757 and made Prince Oi (later Emperor Junnin) whom Nakamaro supported, as her heir. The following year, Prince Oi became the emperor and Nakamaro prestige greatly increased. The emperor made him Prime Minister and granted the name of Emi-no-Oshikatsu. His three sons were appointed Councillors one after another. Meanwhile, Priest Dokyo began to win the confidence of Ex-Empress Koken. Nakamaro attempted in 764 to raise an army to get rid of Dokyo but the plot came to light and the emperor ordered Kurajimaro Fujiwara to destroy Oshikatsu, who was defeated in Omi (Shiga Prefecture) and was killed.
