He went to Edo as a youth and studied under Sokuken Yasui.
Nakamichi Shimamoto worked for the cause of the Meiji Restoration (1868) with Loyalist samurai of other clans. He was imprisoned for involvement in the case of Hampeita Takechi.
After the restoration, he was appointed Minister of Justice and Chief Public Prosecutor (1872). Established the new police system. After the government decided against an invasion of Korea, he resigned and organized the Risshisha Society and later the Hokushusha, a law school, and became a legal adviser to the Liberal Nakamichi Shimamoto was a prominent champion of civic liberties.
