Naoe was born in 1897, in Fukushima, Japan.

Education

Graduated from the Law Department of Tokyo University.

Career

MONMA translated many foreign songs into Japanese including Santa Lucia. Was appointed professor of the Musashino Music School and for over 20 years has taught history of music.
