Naoko Takada was born Fukushima Prefecture in 1905.
She graduated from Fukushima Women's Normal School (1922).
After graduating from Fukushima Women's Normal School she taught in schools at her home town and then in Tokyo.
After World War II she was elected member of Shinagawa Ward Assembly and in the same year was elected a central executive committee member and director of Women's Department of Japan Teachers' Union (1947). She was elected member of the House of Councilors on a Socialist ticket and was central executive committee member of the defunct Left-Wing Socialist Party.
