Naomi Shepherd taught in the Department of English at the Hebrew University of Jerusalem and subsequently wrote for a number of British and American newspapers on Israeli life and politics. Her books on Jewish and Israeli history include A Refuge from Darkness: Wilfrid Israel and the Rescue of the Jews; The Zealous Intruders: The Western Rediscovery of Palestine; A Price Below Rubies: Jewish Women as Rebels and Radicals; Ploughing Sand: British Rule in Palestine 1919-1948 and a book of short stories on Israeli themes, Ashes.
In Ploughing Sand: British Rule in Palestine, Naomi Shepherd examines the British attempt to rule Palestine before Israel was established. This area has been under contention since before the British had the area mandated to their rule by the League of Nations at the end of World War I, and it remains tom by conflict today. Shepherd views the mandate from the British point of view, relying on British documents, but she steers away from political discussions and emphasizes the mandate's effects on the daily lives of Arabs and Jews who lived in Palestine at the time. The book begins with a description of the British conquest of Palestine during World War I, the military government that lasted there until 1920, and the subsequent civilian government, run by Sir Herbert Samuel. Later chapters discuss immigration, land ownership, health, and education. In the last chapter. Shepherd discusses the British reaction to Arab and Jewish violence. The book includes character portraits of the ruling British administrators, as well as many details of government and culture of the time that are not widely known.
The Russians in Israel: The Ordeal of Freedom discusses the problems of Russians who emigrated from Russia to Israel between 1989 and 1993, and their attempts to understand a free society and come to terms with their own lack of modem skills. In The Zealous Intruders: The Western Rediscovery of Palestine, Shepherd examines the history of Palestine, focusing on the resurgence of interest in the area by European Jews in the nineteenth century. A Price Below Rubies: Jewish Women as Rebels and Radicals examines traditional restrictive expectations of Jewish women, and women who broke out of those bonds. Shepherd writes about Anna Kuliscioff, Rosa Luxemburg, Esther Frumkin, Manya Shochat, Rose Pesotta, Emma Goldman, and Bertha Pappenheim. Some of these women were anarchists, others - violent political activists.
