Going to Tokyo while young, he served in the Department of Agriculture and Commerce, then in the Foreign Office. He was in the suite of Prince Hirobumi Ito when he visited China in 1885; was made secretary to Prime Minister Ito in 1892; appointed chief of the Statistics Bureau of the Cabinet in 1898. He rendered valuable services in making the people understand the importance of statistics.
His inventions number more than 150, including a multithread reeling machine which enabled output to be increased from three to four times and at the same time producing a finer quality of thread.
