Naozumi Ochiai was appointed a high priest of the Outer Shrine of the Ise Grand Shrines (1869). After serving as high priest at other distinguished Shinto shrines, he became Daikyosho, or a priest of the highest rank. In 1889, he became instructor at the Koten Kenkyiijo (Shinto Literature Institute).
