1933 graduated Khorog Pedagogical Technicum. 1934 graduated Khorog Party School. 1952 graduated Higher Party School, Central Committee of the Communist Party of the Soviet Union.
Deputy, Tadzhikistan Supreme Soviet of 1951, 1955 and 1959 convocation. Deputy, USSR Supreme Soviet of 1950, 1954 and 1958 convocation. 1956, to carry out cotton production tasks set by Central Committee of the Communist Party of the Soviet Union, directed resettlement of thousands of Tadzhiks from mountainous areas of Tadzhikistan, Garm, Kulyab and Leninabad Oblast to the Vakhsh Valley and Moskovsky and Parkhar Rayon of Tadzhikistan.

1951-1956 Chairman, Presidium, Tadzhikistan Supreme Soviet, and Deputy Chairman, Presidium, USSR Supreme Soviet. 1956-1961 Chairman, Tadzhikistan Council of Ministers, and Tadzhikistan Minister of Foreign Affairs. April 1961 removed from posts and expelled from Party “for deceiving the Party and the State and organizing mass falsification in state cotton deliveries”.
