Education
He studied under Tenko Toyoda, a historian in his native place, and then learned English at the Doninsha school in Tokyo. Then he studied in the United States (1877-1890).
Career
After returning home from the United States, he was elected to the House of Representatives 11 times and belonged first to the Jiyuto (Liberal Party) and then the Seiyukai Party. As Diet member, he advocated abolition of tuition fees of primary schools, thereby paving the road for the present system of the National Treasury shouldering all compulsory education expenses. The law prohibiting minors, smoking, which was enacted in 1922, was sponsored by him. After 1890, he helped Taro Ando in his temperance movement and organized the Japan Temperance Union, of which he became an adviser. After retiring from politics, he endeavored to promote international friendship.
