She is a physician by profession, qualifying in 1991. Doctor Soon-Ruiz is the official running mate as Vice Governor of One Cebu Party Gobernatorial Candidate Winston Garcia for the province of Cebu on the 2016 Philippine Elections. She has been a resident of Mandaue City since birth.
