Adviser to Special Representative of United Nations Secretary-General in the Congo 1961-1962. Legal and 819 Political Adviser to Commander, United Nations Emergency Force, Gaza 1962-1964. Legal Adviser to Commander United Nations Peace Keeping Force, Cyprus and to Special Representative of United Nations Secretary-General 1964-1965.

Senior Fellow, Centre for Institute Studies, New York University 1965-1966. Minister for Economics Affairs, Ceylon High Commission, London 1967-1970. Ambassador to United States of America 1970-1978, to USSR 1982-1988.

Delegation to numerous international confs. and several sessions of United Nations General Assembly. United Nations Survey Mission to Namibia August 1978, Deputy Special Representative to Namibia Office of Secretary-General September 1978-1981. Honorary Doctor of Laws (George Washington University).
