NOVRUZOV, Neymat was born in 1908 in Nakhichevan.
1927 graduated Pedagogical Technicum. Since 1930 at Transcaucasian Cotton Institute, Baku. Graduated Higher Party School, Central Committee, All-Union Communist Party (Bolsheviks).
1927-1930 teacher, and later Director of Studies, Azerbaydzhan seven-year school. Until 1942 Engineering and Chief Mechanic, Automobile and Tractor Pool, Katekh Timber Combine. Engineering, Technology Department, Azerbaydzhan Popular Commissariat of Motor Transport.
1942-1943 Director, Azerbaydzhan Automobile Repair Plant No. 2; 1943-1944 instructor, Agriculture Department, Central Committee, Communist Party (Bolsheviks) Azerbaydzhan. 1944-1946 Azerbaydzhan First Deputy, Popular Commissar of Sovkhozes.
