Nicolae Osmochescu was born on November 12, 1944. He works at the Moldova State University., the Department of "International Law and the Law of Foreigh Economic Relations", he obtained the Doctor of Philosophy in Law, served as the First Deputy Foreign Minister of Moldova and Moldovan Ambassador in Uzbekistan, Tashkent. He is a former Judge of the Constitutional Court of Moldova.
