In 1870 - 1880, Nikolai Nikolayevich studied at the Bakhmut gymnasium. In 1884 he graduated from the Medicine Faculty of the Kharkov University.
In 1889 Nikolai Maslovsky worked as a zemsky doctor in Borisoglebsk district of the Tambov province. In 1892 he was appointed to the position of the director of the Borisoglebsk Hospital. In 1906 he was sent to exile for 3 years to the Don Republic as a partisan of the revolutionary movement. There he served as a doctor. In Borisoglebsk he had been serving as the City Councilor. He was twice elected from Borisoglebsk district at the post of an elector of the State Duma. In 1919-1923, Nikolai Maslovsky worked as a consulting physician in the Borisoglebsk hospital. The author of the work: "Several cases of purulent pleurisy" (Tambov, 1890). Many articles of the doctor were printed in the Russian international journal.
