While still a schoolboy set up one of the first Communist Youth League cells in Smolensk. 1919 chairman, Smolensk City and Uyezd Communist Youth League Committee. Late 1919 sent by Central Committee, Communist Youth League to Tyumen’, where he set up a number of Communist Youth League organisation and was chairman, Tyumen’ Oblast Communist Youth League Committee.
1920 returned to Smolensk. Elected chairman, Smolensk Province Communist Youth League Committee and member, Smolensk Province Russian Communist Party (Bolsheviks) Committee. From 1921 member, Central Committee, Russian Communist Youth League.
Until 1923 headed Polit Education Department, Central Committee, Russian Communist Youth League. 1922-1923 secretary, Transcaucasian Kray Communist Youth League Committee. Member, Transcaucasian Kray Russian Communist Party (Bolsheviks) Committee and member, Central Executive Committee, Transcaucasian SFSR.
1924-1928 secr-general, Central Committee, All-Union Communist Youth League. January 1924 member, guard of honor at Lenin’s coffin. 1928 at 8th Communist Youth League Congress elected Honorary Communist Youth League member.
At 13th, 14th and 16th Party Congresses elected candidate member, Central Committee, All-Union Communist Party (Bolsheviks). Was candidate member, Organization(s) Bureau, Central Committee, All-Union Communist Party (Bolsheviks). 1924-1928 member, Union of the Soviet Socialist Republics and All-Russian Centr ExecComt.
1928-1930 second secretary, Transcaucasian Kray All-Union Communist Party (Bolsheviks) Committee. 1931-1933 chairman, AllUnion Section for Public Catering, Centr Union of Consumers’Social. 1933-1936 head, Polit Department, Kirov Railroad.
1937 director,Southeastern Railroad. Author of numerous articles and works on history of Communist Youth League and problems of youth movement. Arrested by State Security organs:.
