After graduate regt physician in Baltic Kray. Worked as a surgeon under K. K. Reyer. From 1892 sanitary official, Board of Chief Medical Inspector.
1913-1916 business mang, Commission for the Review of Medical and Sanitary Legislation, chaired by G. East. Reyn. After 1917 October Revol helped to establish Russian Soviet Federative Socialist Republic People's Commissariat of Health, becoming its business mang and a member of its Learned Medical Council. 1908-1917 attended all international conferences and congresses on sanitary affairs and visited International Bureau of Social Hygiene.
After 1917 represented Union of the Soviet Socialist Republics at Warsaw and Paris Internal conferences on sanitary conventions. Wrote numerous works on Russian and international medical and sanitary legislation.
