1887 began teaching career. Taught Russian language at secondary schools in Nizhniy Novgorod. Worked for Nizhniy Novgorod Social of Elementary Education.
Company-founder and teacher, Nizhniy Novgorod Women's Sunday School. 1905 co-founder, first Russian public library for children, Nizhniy Novgorod. Also helped to introduce meal service at primary schools and to establish ’’day shelters” for poor urban schoolchildren.
1911 exiled to Baltic Kray on political grounds. Inspector of public colleges, Riga Education district. 1911 deleg, AllZemstvo Congress.
1913 deleg, Khar’kov Congress on School Statistics. 1913-1914 co-organizer and deleg, All-Russian Teachers’ Congress. 1914-1917 worked in public educational system, Moscow former local government authority.
From September 1917 Deputy Minister of Education. 1918-1919 head, Culture Department, Council of All-Russian Cooperative Congresses. 1921-1922 Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Education and chairman, Main Board of Social Education.
1922-1932 professor of pedag, 2nd Moscow State University. In. 1930's worked at pedag research establishments in Moscow and studied problems of school mang. Did research on general educational, the organisation of primary schools and teachers’ training.
