From 1903 in revol movement. 1905 bd member, 1913 chairman, Saint St. Petersburg Trade and Indiana Employes’ Union. Took part in 1917 February and October Revol.
Member, Petrograd Soviet. After October Revol with Red Guard. 1918 chairman, Centr Commission to Organize Armed Food Squads.
From May 1919 Collegium member, Petrograd Commissariat of Food. 1919 secretary, Petrograd Province Trade-Union Council. 1919-1921 fought on Civil War fronts and helped crush Kronstadt Mutiny.
1921-1922 secretary, Petrograd Party Committee. 1922-1924 secretary, Nizhniy Novgorod Province Party Committee. 1924-1928 secretary, Moscow Party Committee.
1928—January 1931 Union of the Soviet Socialist Republics People's Commissar of Labor. Sided with Bukharin, Rykov and Tomskiy. At 10th All-Union Communist Party (Bolsheviks) Congress elected candidate member, at 12th-15th Congress elected member, Central Committee, All-Union Communist Party (Bolsheviks).
From December 1927 candidate Political Bureau, Organization(s) Bureau and Secretariat member, Central Committee, All-Union Communist Party (Bolsheviks). October 1932 expelled from Party for connections with Ryutin “counterrevol group”, but later reinstated in Party. 1936 again expelled from Party and sentenced.
