Metalworker by trade. 1905-1906 worked in Poland and Estland. Arrested in Revel’ and 1906 exiled to Tobol’sk Province.
1906 fled from exile. 1907 emigrated to United States of America and took part in American workers’ movement. June 1917 returned to Revel’.
Elected assistant chairman, Revel' Municipal Administrator 1918, after German occupation of Revel’, arrested and sent to Russian Soviet Federative Socialist Republic. 1918-1921 worked in Samara as director of a plant and chairman, Samara Province Trade-Union Council.
1921-1923 secretary, Central Committee, and chairman, Moscow Rayon Department, Metalworkers’ Union. From 1923 secretary, All-Union Communist Party (Bolsheviks) Centr Control Commission. From 1925 Union of the Soviet Socialist Republics Deputy People's Commissar of Workers and Peasants’ Inspection.
1927 chairman, Main Disciplinary Court. 1928-1931 Russian Soviet Federative Socialist Republic People's Commissar of Justice. From 1930 also deputy chairman, Russian Soviet Federative Socialist Republic Council of People's Commissar.
1931-1935 Union of the Soviet Socialist Republics People's Commissar of Water Transport. 1923-1934 member, and Presidium member, All-Union Communist Party (Bolsheviks) Centr Control Commission. 1934 elected member, All-Union Communist Party (Bolsheviks) Centr Auditing Commission.
