From 1911 studied at Saint St. Petersburg University.
1908-1911 organized revol circles at his high school and then helped run Kostroma student organisation. 1911 entered Saint St. Petersburg Polytech Institute. 1912 Party work in Saint St. Petersburg.
1913 arrested; 1917 member and agitator, Petrograd Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. June 1917 sent to Kineshma, coopted to rayon Party comt and elected member, Kineshma Executive Committee. October 1917 helped to establish Soviet rule in Kineshma.
From 1918 mainly trade-union work. Chairman, Ivano-Voznesensk and Tula trade-Union Councils. From 1926 Presidium member, All-Russian Centr Trade-Union Council.
Wrote various articles and pamphlets on trade-union movement and labor affairs May 1929 elected secretary, All-Union Centr Trade-Union Council. February 1930 elected chairman, Central Committee, Union of the Soviet Socialist Republics Textile Workers’ Union.
From 1921 member, All-Russian Central Executive Committee, then Union of the Soviet Socialist Republics Central Executive Committee. At 15th and 16th Party Congresses elected member, All-Union Communist Party (Bolsheviks) Centr Control Commission.
