March 1935 appointed secretary, Central Committee, All-Union Communist Party (Bolsheviks) and chairman, Party Control Commission.
1935 elected member, Union of the Soviet Socialist Republics and All-Russian Central Executive Committee. Also member, Communist International Executive Committee. September 1936 appointed Union of the Soviet Socialist Republics People's Commissar of Internal Affairs.
January 1937 promoted Commissar-General of State Security. At October 1937 Party Central Committee Plenum elected candidate Political Bureau member, Central Committee, All-Union Communist Party (Bolsheviks). December 1937 elected dcp, Union of the Soviet Socialist Republics Supreme Soviet of 1st convocation.
March 1938 also appointed People's Commissar of Water Transport. December 1938 dismissed as Union of the Soviet Socialist Republics People's Commissar of Internal Affairs and then as People's Commissar of Water Transport. 1937-1938, in accordance with Stalin’s instructions, carried out massive purges to liquidate or isolate the maximum number of “socially-alien elements” in the Union of the Soviet Socialist Republics — in other words, anybody at all opposed to the Soviet-Stalinist system.
The purge extended at first to the Party and government apparatus but then included the general public. This period of the mass liquidation of so-called “enemies of the people” has come to be known as the "Yezhov Terror”. Arrested by State Security organs.
