In 1927 Nikolay Ivanovich Pravotorov graduated from Saratov State University.
In 1919-1921 Nikolay Ivanovich Pravotorov served in Red Army. In 1921-1930 took up leading positions at the county food committee, the branch of state bank, the agricultural cooperation union of Saratov gubernia. Since 1930 he was the manager of the state bank branches in Altay and Krasnodar Krai, Ivanovsk and Yaroslavl regions. Since 1938 was the chairman of Yaroslavl city council.
In 1941 Nikolay Ivanovich Pravotorov became the chief deputy of political affairs of Privolzhsk military district, and in 1942 - the chief of political affairs of the 8th army of southern front. He worked as a Rybinsk city committee secretary of the all-Union Communist Party (The Bolsheviks) in Yaroslavl region since 1943 and the Yaroslavl Oblast executive committee chairman (since 1945). Since 1947 Nikolay Ivanovich Pravotorov was the manager of the Voronezh regional office of the State bank. Since 1948 - the Voronezh Oblast executive committee chairman. Since 1951 – deputy minister of commerce of the RSFSR.
In 1955-1968 Nikolay Ivanovich Pravotorov was a professor, senior lecturer of the political economy department at Moscow Financial university. Nikolay Pravotorov was also a deputy of the Supreme Soviet of the USSR (1946-1950).
