Niro Inoue was born in Ehime Prefecture.
After graduating from the Military Academy was sent to Germany for further military training.
Distinguished himself during the Sino-Japanese (1894-1895 and Russo-Japanese (1904-1905) was as chief of transport. He was sent to Europe to inspect aviation schools (1914). The following year Niro Inoue was promoted Lieutenant-General and made commander of Shimonoseki Fortress. After retiring served as liaison officer between the army and air force.
