Nobuo Takahashi was born in 1880 Tokushima Prefecture, Japan.
He graduated from Kyoto University with a degree in law (1904).
Takahashi Nobuo acted briefly as a probationiary judge and then for two years was on the editorial staff of Osaka Asahi Shimbun (newspaper), later practiced law. Moving to Tokyo began publishing a political magazine but the project failed.
Later became chief of Manchuria Nichinichi (daily newspaper) (1914) and while in that post earned a reputation as a political critic and rose to become chief editor. Meantime was president of Sino-Japanese Industrial and of Toyo (Eastern) Trading companies.
