Tezuka Nobuyoshi served as director of Hitaka Dento Kaisha (Hitaka Electric Light Company) and senior managing director of Horomitsugawa Hydroelectric Company in Hokkaido.
Appointed senior managing director of the newly founded Hokkaido Denki Kogyo Kaisha (Hokkaido Electric Industry Company) (1942) and later became its president (1948). Continued as president after the company was renamed Toho Electrification Company (1951). Held additional post of manager of Ferro-Alloy Association.
