He was the son of Patrick East. and Mary West. Hayes, née Taugher. He played high school football for Green Bay West High School. He then played at the collegiate level at Marquette University, where he studied engineering.
He worked three years as a highway engineer in Walworth County, Wisconsin, and then for many years in Brown County, Wisconsin, where he started as maintenance engineer and in 1940 was named county highway commissioner.
He died of a heart attack at age 48, on July 13, 1945. He is buried at Fort Howard Memorial Park in Green Bay.
