Norbert de Munnik was born in 1953. His documented life centres on the Netherlands, where he studied law, was admitted to the bar, and built his professional career.
Norbert de Munnik studied law at Leiden University, graduating in 1981. Founded in 1575 by William of Orange during the Eighty Years' War, Leiden is the oldest university in the Netherlands. It was established to educate the citizens of the northern provinces and to supply the government with trained men in many fields.
In 1982 he was admitted to the bar in the Netherlands. The same year he completed a traineeship in Paris and then joined the Rotterdam law firm NautaDutilh, where his professional career developed over the following decades.
He worked as a partner of Resident Associates.
He joined NautaDutilh, a Dutch law firm based in Rotterdam, in 1982 after a traineeship in Paris and worked there as a lawyer until 1990. He became a partner of the firm in 1990 and retired from it in 2018. From 1995 to 2000 he served on the firm's Executive Committee, where his responsibilities included human resources, quality control, and facility management. From 2010 to 2015 he managed one of the firm's practice area groups.
His legal practice covered general administrative law, environmental and energy law, food safety and health law, and export control. He represented clients including DuPont, Teijin Aramid, Norfolkline, PPG, Honeywell, several health care institutions, and local governments. His environmental work involved permitting and dealings with government authorities.
He published articles in the Staatscourant, the Dutch government gazette, and frequently spoke on environmental law topics. In 2011 he wrote about a government court action concerning remediation after a fire at Chemie-Pack, and in January 2012 he co-wrote with Jolize Lautenbach an article on the legal dispute over an RWE power plant.
Later he served as a deputy judge (plaatsvervangend rechter) at the Amsterdam Court of Appeal, the Gerechtshof Amsterdam. Courts of appeal in the Netherlands hear appeals from lower courts in their district, and the Amsterdam court sits in the capital region's judicial structure.
