In 1854, he was deputed to receive Russian Envoy E. V. Putyatin, when the latter landed at Shimoda.
Later he was placed in charge of building warships and fortifications along the Tokyo Bay.
In 1856, appointed commissioner of Hakodate with title Awa- ji-no-Karai and later foreign commissioner concomitantly.
In 1859, accompanied Masaoki Shimmi to America to revise the American-Japanese treaty.
In 1861, he was entrusted with the job of constructing a fortress at Hakodate.
