Born in Lowood, Queensland, Jensen was educated at the Ipswich Boys Grammar School and the Australian National University where he graduated with a Bachelor of Arts in 1988.

He worked as a bank officer in the National Australia Bank and served in the Australian Army for 22 years after being called up for National Service in April 1966. On retiring from the Army in 1988 Jensen continued to be active in community affairs through representation on Parents and Citizens Associations in schools located at Hawker, Wanniassa and Erindale. Serving on the Tuggeranong Community Council.
And through membership of the Tuggeranong Apex Club. and the Board of the Young Men’s Christian Association of Canberra.
Following the 1992 Australian Capital Territory Jensen was employed in the Australian Public Service until his retirement to the Sunshine Coast in 2004. Jensen was elected at the 1989 general election and unsuccessfully sought re-election at the 1992 general election.
Jensen has continued his community involvement and is now an active member of Lions Clubs International.
