Noyes Billings was born in Stonington, Connecticut on March 31, 1800 His parents were Coddington Billings and Eunice Williams and he would later marry Isabelle Stuart.
Their whaling and shipping company North. & West. West. Billings was established in 1823 and was one of the most successful whaling agencies in New London. They ceased operations in 1851. Billings was the mayor of New London from 1835 to 1837.
He was elected lieutenant governor of Connecticut and served for one term, from May 6, 1846 to May 5, 1847, alongside governor Isaac Toucey.
Billings died in New London on April 26, 1865.
He was a member of the Connecticut State Senate for the 7th District in 1844.
