Made official tour of Europe and America (1909). Appointed director of Home Affairs Department of Kanagawa Prefectural Government (1913), director of Public Health Bureau of Horae Ministry (1914), Governor of Yamaguchi (1917), Kagoshima
(1920) and Osaka (1923) prefectures, director of Rehabilitation Bureau (1929) and vice-president of Japan Red Cross Society (1932). Elected to House of Peers (1938). Appointed Privy Councilor and president of Nihon Shakai Jigyo Kyokai (Japan Social Work Association) (1947) and after serving as official of a few other social work organizations became president of Chuo Kyodo Bokinkai (Central Community Chest Society) (since 1952).
