From 1910 to 1914 Octav Angheluţă attended primary school in Braila. During 1914-1924 he studied at the high school in Bacau, Roman and Husi. Angheluţă graduated from the Bucharest National University of Arts in 1928.
Angheluță obtained his first recognition in the Romanian art world in 1929, at the Official Salon Exhibition, where he presented his two works "Workshop Corner" and "Dead Nature". During 1929-1936 he held the position of drawing teacher at Campina High school.
After several study trips in the country and abroad (1931, France and Italy, 1938, The Netherlands, France and Italy, 1953, ex USSR), he participated in art exhibitions in the country and abroad (Sofia, Helsinki, Venice, Prague, Budapest, Vienna, Berlin, Philadelphia), opening ten personal exhibitions throughout the five decades of painting and a retrospective exhibition, during the last years of its work. For instance, in 1931 he opened a personal painting exhibition in Campina presenting his 60 works.
During World War II Octavian Angheluţă lived in Râmnicu Vâlcea. When the war was completed he took care of the art collections of the Pinacotecilor State Museum of Bucharest, as well as the Kalinderu and Aman Museums. In 1949 he joined the staff of the The National Art Museum of Romania, working with the painter Marius Bunescu. Between 1952 and 1972 he served as a professor at the Department of Painting and Composition of the Bucharest Institute of Fine Arts.
Octavian Angheluţă was a highly rewarded artist. He received various awards at the Official Salons in 1932, 1936, 1937 and 1939. In 1952 and 1953 Angheluţă was decorated with the 2nd Class Prize for his works. In 1954 he received Second Class Labor Order. The same year he was recognized as an emeritus artist of Romania. Moreover, Octavian Angheluţă was granted the order Steaua Republicii RSR of the second class in 1965.
