Colonel, since 1920. While on duty at Rock Island Arsenal, designed and constructed a large concrete waterpower dam in Mississippi River, Rock Island, 111. Transferred to Watervliet Arsenal, and while there designed the modifications of the breech mechanisms of all seacoast cannon which made rapid fire possible. Invented the firing mechanism now used on practically all United States Sea Coast Guns.
Built the first army smokeless powder factory while in command of Picatinny, New Jersey Arsenal, 1907-1915. Co-inventor California.30 Springfield Rifle, Model of 1903.
