Ogata Masakiyo was born in Sanuki Province (Kagawa Prefecture), 1864. His original family name was Nakamura, which he changed upon being adopted by Sessai Ogata.

Ogata Masakiyo graduated from the Medical Department, Tokyo University (1887), went to Germany (1888) and received his doctorate through a history of Japanese obstetrics which he wrote while in that country. After further study in French and Italian universities, he returned to Japan (1892).
Ogata Masakiyo founded the Ogata Gynecological Hospital in Osaka (1902). He represented Japan at the universal medical conference held in Budapest (1909). Wrote books on gynecological subjects.
