Ogawa Kiichi graduated from Kushiro Middle School (1932).
Career
He became member of Kushiro Agency of Nibon Kaiji Kentei Kyokai (Japan Maritime Inspection Association) (1933). Enlisted in the army (1943) and served in Manchuria and Kurile Islands. Reinstated as member of the above agency (1947), and became director (since 1950).
