Ogura Masatsune was born in 1885.
After graduating from Tokyo University (1897) entered the Ministry of Home Affairs but resigned shortly after to take up a key position in the Sumitomo organization (1899). He was nominated to House of Peers (1933) and was in turn Minister Without Portfolio in 2nd Konoe Cabinet (1940), Minister of Finance in 3rd Konoe Cabinet, then financial adviser to Central China and helped the economic establishment of the Wang Ching-wei administration. Was purged by the Allies after the end of World War II and retired from public life. He was an authority on Chinese classics. A collection of his essays were published under he title "Ogura Masatsune's Essays."
